Is it possible you have installed an older / incomaptible version of one of the fonts MuseScore uses - MScore / MScore1 (also known as Emmentaler) or Bravura? THat could explain what you are seeing. Or perhaps it could be an XP incompatibility. Is it only in this dialog you see a problem? Flat signs in the score display OK? How about i you go to Style / General and change your score font to Bravura (assuming it isn't already)?
This issue is just with the user interface. In the score, flat signs display OK. I've found that this is an issue with the Tahoma font that Windows XP uses as its default GUI font. For some strange reason, this font lacks a glyph for the flat sign, although it has one. Changing the Windows system UI font to something like MS Reference Sans Serif allows the flat signs to appear normally in MuseScore. Older versions of MuseScore had a way to set the MuseScore UI font in the preferences. Don't know why this was removed.
Hmm, ok, I guess that makes sense then. I suppose that font probably predates the Unicode standard for music symbols.
Not sure why the option to change font was removed; probably just to simplify the UI and ensure more consistency. There has been talk periodically of adding an "advanced settings" dialog where you could fiddle with all sorts of things that the average user would never need to mess with; this seems like a pretty good candidate to add if we do that.
