It's possible to make a local time signature change in standard notation and not in a linked tabulature.
If we have two connected staffs: a standard notation and a tabulature, then the feature of locally changing time signature by holding a CTRL key should apply to both of them. The reason is that they refer to the same piece of music - they are just different notations.
Repro:
1. Create a guitar part with linked standard notation and tabulature staffs.
2. Add a local time signature to one of them (by holding Ctrl key)
expected: time signature applied to both linked staffs. While dragging it from a palette, bars on both staffs should be highlighted.
actual: time signature applied to one of them.
Moreover, it's not visible if applied to tabulature. (by design)

Same reply that your other thread related. If you want the time signature immediatly in the Tab staff, choose the Full Type. Or go to Advanced Properties to change for other types.
Nope, this is a different case -- this is why I've posted two issues. Here you have a time signature inconsistency between two types of notations, which is not good.
OK, the real problem is here: http://musescore.org/en/node/41796
