What happens here (that file) with the number of staves per page?
Although I removed page break marks, MuseScore does not position staves on the previous page.

I tried to insert a horizontal frame, check if it can work.
in style->general->page the the min system distance is set to 15.5sp and the max system distance to 10sp.
Set min to 10sp and max to 20sp and the layouts look better.

But my white line (yellow now for see it) moves after close and open again. There's a way to fix position of line to hide start of staff? (Fugue bar 8- 9) Line in start of staff not in .pdf but still on .mscz

In the future it is better to use the forum (Technology Preview for 2.0 pre-releases, Support for official releases like 1.3) for your support questions. The issue tracker is for clearly defined bug reports and features only.
Creating an ossia is tricky in MuseScore. The way you are trying would seem promising but not ideal for the reason you are seeing. You are better off creating ossias as separate scores, saving them as PNG, and attaching them that way (use vertical spacer to create room).
You are using a tricky method to create ossias. I believe that overpainting the system barline with a white line is not stable bc. the anchor point of the line will change on every edit/layout change.
If i see it right a feature to hide the system barline for a staff (if its not preceded by a staff which has a visible system barline) is needed. My suggestion is to add another flag in staff properties: "hide system barline" which does this.
I implemented this for the case when the first staff in the first measure of a system is invisible.
Then i realized that this will not work if you want to add an ossia in this first measure :(
FWIW, hiding the system barline for a (mostly) invisible top staff would also be useful for #31261: Request a way to have concert key chord symbols on top of score in presence of Hide Empty Staves.
