transposing a section from B flat to E flat

My piece is 110 measures in length, scored in B flat major. I'd like to transpose a section in the middle of 32 bars into E flat major. I select the measures, click on Notes/Transpose, select UP and E flat major, and the check box for changing the key signature. The notes all shift, but with accidentals on the note, and the key signature does not change. I will have to go thru manually and fix all the accidentals (such as putting in the key signature and taking out the unnecessary flats on the A). I'm sure I'm doing something wrong. Please advise.

The option to transpose key signatures only works for existing key signatures; it doesn't add new ones for you. So simply do that yourself - drag Eb from the palette and you're done. No need to fix accidentals; that happens automatically when you add the key signature.

so, I highlight the section to be transposed from B flat to E flat. Up up up up up. Now it's E flat. Drag double bar lines. Then drag the E flat key signature to each staff. Not using at all. Is that right?

This will work but if you do it using the up arrows it will favour the creation of sharps. To avoid this you can go up six and back down one.

Well, you can still use the transpose dialog, and in fact, I recommend it as it will do a better job of respelling accidentals (assuming they were spelled correctly in the first place). It will also transpose existing key signatures within the selection, also chord symbols. So clearly, the better way to do true transposition than arrow keys. I'm just pointing out that the act of transposing and the act of adding brand new key signatures are separate acts. Transposing is transposing; adding a key signature is adding a key signature. So if you want both to happen, you need to do both.
