Fill with slashes creates incorrect results if there is fractional pickup

Ubuntu 14.04, GIT commit: e133415

1) new score, 4/4 with 3/8 pickup
2) select first (or any) complete measure
3) Edit / Tools / Fill With Slashes

Result: nothing happens

Now:

4) enter an eighth rest at the beginning of any full measure
5) select that measure
6) Edit / Tools / Fille With Slashes

Result: slashes are offset half a beat
