I think your problem is that your text style tries to align by top, but the chord symbols have have different configurations of glyphs and different heights. Top alignment isn't going to be very reliable for chord symbols (or, really, for other text); you should use baseline or bottom unless there is a very particular reaosn not to.
Also, unless you have a special reaosn to have changed the vertical offset to be specified in mm rather than sp, you should change back. Otherwise it won't scale if you change staff size.
