"Create New Score" additions
Before setting up the score (when choosing New from the File menu):
Allow the user to add a title page, a first-page title header, and lay out the footers (these can be saved as a new style). He can click-and-drag the various layout blocks, which contains text blocks or images from files, and all of these can be layered over or behind each other.
Allow the user to set up the staff systems and choose instruments for each. He can also scale each or all of these systems, decide which will be in concert pitch, and define barline appearances.
Allow him to predefine the measure numbering, the initial key and time signatures, how accidentals should be controlled, and other layout defaults for this score only. The user can then save this layout as a template.

Isn't much of this the case already? Only things missing from what I can is the option in the wizard to create an actual separate title *page* and move headers and footers visually. But you can add the title header and copyright message (that appears in the footer, you can already choose instruments, you can already scales systems, already define initial key and time signature, already save things as template, etc. Most people would never need to mess with most these things, so it would be a mistake to force it on people every time they create a new score, but you can access these facilities at any time, Could you be more specific about what you are tryng to do and how the existing facilities are falling short?
Stuffing up the new score wizard is not a good idea in my opinion. It should remain simple.
Regarding the title page, I don't think it should be MuseScore job. Title page are better done in word processor or a DTP software.
