Tooltips on Keyboard Shortcut Assignment

Often we don't know what the action or feature is when assigning shortcuts in the prefs dialog, and it would help to know EXACTLY what will be done when the hotkey is pressed.

Either a tooltip or a message box would be helpful, to indicate what the shortcut will do when used.
