Sort shortcuts by modifiers

When sorting the shortcuts by the shortcut labels, the modifiers are considered part of that label. So Ctrl- shortcuts are found in the C's when sorting by shortcut. Is it possible to separate them out by modifier so the Shift, Ctrl, and Alt modifiers are kept separate from the letter keys. It would also be great if F-keys are separated out too.
