Measure Width
In the attached score, I want the last two measures to extend to the middle width of the score. I appended a Horizontal Frame to the last measure and it wont let me stretch it that far. I thought it might have something to do with a Maximum Measure width setting. I could find no such setting. I'm sure this can be done. I'm also sure I've done this before.(See attached So Nice)

There is no such setting. What do you mean "it won't let you" increase the size of the horizontal frame? It works fine for me, whether dragging, using the keyboard, or using the Inspector
It works fine on my setup (ubuntu 14.04, MS 2.0.1). Try again appending a frame and then double-click and drag the handle and keep dragging it but if you still can't drag the frame to the correct size, Inspector shows its width as 48 (at least on my system) so maybe you could set the value directly there.

When I drag it, it gets about two thirds of the way then suddenly extends almost all the way to the right. I haven't tried doing it with Inspector I'll give it a try.

Well, yes, it "shoots to the right" as soon as it crossed the Last system fill threshold - exacxtly as in 1.3. Then simply continue increasing the size, just as in 1.3
