Is there a tool for this, if not, please add
I created a score with at least two voices on one staff. I decided to create a new score in which each voice has its own staff. Is there a tool for this, oh, I created the new score draft and I tried copying and pasting, it won't paste. If there isn't any tool, please add.

I did the select similar elements, they wouldn't paste onto a new score that I added. I found that it only works if you copy a measure with a "blue box surrounding it". Also, is there a way to select the whole staff? (The selection that involves a blue box surrounding it)

so: select a note or a measure, hold down Shift and use the right arrow key or Ctrl + A to select the entire score

To specifically cut and paste one voice from a staff with multiple voices, you would click on the beginning measure, Shift-click on on the last measure, then use the Selection Filter described in the Handbook. So, for example, if you have two voices on one staff and you want to move Voice 2, you would select the relevant measures, open the Selection Filter, uncheck the box for Voice 1 to exclude it from your selection, and Cut. Re-check the Voice 1 option in the Selection Filter. Click on the first measure in the other staff, and Paste.

Yes, copy and paste generally demands a "blue box" selection (called a "range selection", btw). But the Select Filter (see View) menu gives you controls to exclude particular voices or other elements from a range selection.
Simplest way to select a whole staff is click the first measure, then Shift+Ctrl+End (or equivalent key to End if your keybaord doesn't have it, like maybe Fn+Right).
