No instruments
Whenever I try to add parts, the only instruments I'm given are the marching percussion instruments I added and woodwinds. When I go into the woodwinds file I get Piccolo, Treble Flute, and E. Where are all of the instruments I can use?

Yes, Edit / Instruments is what you want in order to add new instruments to you score. You only need to change to "All Instruments" if the instruments you are trying to add are uncommon.
I am guessing you were going to File / Parts, but that isn't for adding new instruments. It is for taking your existing score and generating individual parts for the instruments already in the score.

Looks like you have messed up your instruments.xml file somehow. Did you try replacing it in Edit / Preferences / Scores? Check to be sure it says ":/data/instruments.xml", and if not, change to that. If it does say that, reinstall MuseScore, as it appears you overwrote that file.

I reinstalled it, and I don't have the instruments.xml, where can I find it and the sound font associated with it?

If you reinstalled it, instruments.xml should have reinstalled with it. MuseScore comes with a default soundfont, and that should have come along to.
I am guessing you are trying to install the marching sounds but are following the old 1.3 instructions rather than the correct 2.0 ones. You should not have needed to touch any instruments.xml file. Reinstalling MuseScore should have restored the correct one. And then go to Edit / Preferences / Score and make sure it says what I said. Does it?

I got it fixed. I went into preferences, reset everything to defaults to get :/data/instruments.xml back, then ran the installer and repaired musescore. Then in the instruments tab I loaded the instrumentswithdrumline.xml to get all of the marching percussion back. Everything is back to normal. Thanks guys!

Ummm the Marching Percussion instruments are already in the MuseScore 2.x instruments file - you shouldn't need to do this!
All that is required is to download the MarchingPercussion soundfont and then install it. Then select the Marching Percussion instruments from the mixer.
Doing anything at all with the instruments.xml file risks damaging your MuseScore installation.
The instructions given in Mike Schorsch's Drumline site refer to MuseScore 1.x and are now obsolete.
