Spacer acts as if hidden staff is still present

This issue (if it is an issue) may be related to //musescore.org/en/node/12089 .
Open the attached score which has two spacers attached. The score has been set to hide empty staves. This has hidden the top vocal staff in system 3. Notice that the spacer on system 3 is acting as if the hidden staff is still present, whereas the user would expect this spacer to extend to system 2.
Is this something that needs fixing?

Conceptually I always think of a hidden staff as still being present but of zero width and, hence, not visible so the spacer behaviour dose not alarm me.
The "correct" behavior depends entirely on the situation and your reason for using the spacer in the first place. Often you'd want the spacer honored because the staff it is *attached* to is the one that actually *needs* the space, regardless of what other staves are present. Other times not. So there is realy no winning as far as what happens by default. Just expect to have to override it sometimes.
