Broken file? HELP PLZ

Everytime i try to upload, it says that the bars from 21-25 are unfinished. i dont know how to fix this, help please!!!

Was this score by chance imported from 1.3, or from some other program via MusicXML or the like? It looks very strangely corrupted in that there is a 4/4 on the bottom two staves only in measure 19, and they can't be deleted. Any clue how things got this way?
To fix, try the following:
1) Load the score, clicking "Ignore" to ignore the errors
2) Select measure 19 (the one with the bad 4/4): click top staff, shift+click bottom
3) Ctrl+C to copy
4) Add / Measures / Insert One Measure
5) Drag 4/4 to the newly inserted measure
6) Click top staff
7) Ctrl+V to paste
8) Click the bad measure again
9) Ctrl+Delete to remove it
