Simply put, the lines with the angled ends are meant to be placed next to each other to form an 'inverted V'.
Used, for instance, when the pedal is already depressed and the harmony/chord changes. At the 'inverted V' the player momentarily releases the pedal and then re-applies it to sustain the new harmony/chord.
