hello,

is it possible to change a section from 4/4 to 3/4 so that down beats stay intact?
the mapping would be:
whole note -> dotted half
half note-> quarter duplet

so that the number of beats a note has gets multiplied by 3/4

however one reads in Handbook, at the chapter "Tempo":

Play back tempo can be changed via the play panel or via tempo text in the score.
and indeed tempo 100 in a four beats measure followed by tempo 75 in a 3 beats measure gives the requested result, doesn't it?
