Time signature has disappeared in the instrumental part
Time signature is visible in the score, but missing in every part.
Earlier today I had an issue with key signature disappearing in all parts. Score had become key of C instead of F.
All parts OK, but re-written with accidentals.

The score is indeed corrupted in this way. Do you have any idea how this happened? Was there score by chance imported from some other program?
To confirm, but rather than corruption (the playback is correct eg, and if you re-add the time signature, all works), I imagine than the user has deleted, when the parts were already created, a part of the score, of which, central point, the first measure.
And in this case, not only the key signature has changed (from F to C, this is not apparently not really and currently considered a bug, see here: https://musescore.org/en/node/75981, I nevertheless notes that there has been a change between last Mars and April last, I have not checked exactly the moment presently), but the removal of the first measure involves also the disappearance of the time signature in parts.
This is a bug. I filled soon. Former one.
One can reproduce this issue with the "original" file (the user said the score was in F)
So:
1) Load this file (I only added a new first measure): Fix, It's a long way to the top.mscz
2) Generate parts (new all -> ok)
3) In main score, delete (Ctrl + Del) the first measure
First result: the F key signature is deleted
4) View parts
Result: same, AND the time signature is deleted. Exactly as the result and display of the posted file.
I think your analysis is very likely correct. Deleting the first measure of a score with parts does cause exactly this effect. So I am assuming that is what happened in this case.
That bug is filed as #89401: Deletion of the first measure removes the time signature in parts, and I expect that it explains what happened here. I have a fix pending for that bug. So unelss the OP informs us that this is *not* likely to be what happened to his score, I would propose we close this bug as a duplicate of the other, since the other contains steps to reproduce.
But I'd still like confirmation that this is probably what in fact happened.
I can confirm that both key sig and time sig disappeared, and I did delete the 1st (empty) measure.
In fact I had 6 empty bars at the start as 'workspace' which I did delete.
