I believe they are intended for adding a note below a chord. While Shift+Note adds one above the current note, Ctrl+Shift+Note would add one below.
The intention being stated, I can confirm this shortcut doesn't work on 2.0.2 on Win7 either.
The shortcuts don't work on the latest nightlies either ( d08e14c (4 Jan 2016) on Win 7 HP). This issue goes back to at least June 2015 – as mentioned in Shortcuts to create notes below current note .
These particular shortcuts are placeholders for a command not yet implemented, one that would literally insert a note at the current cursor position, pushing some unspecified number of following notes to the right and doing some unspecified thing with the leftover notes. FWIW, my vote would be, push notes from here to end of measure, notes at end of measure deleted.
