"Start repeat" only displays on one staff at start of a system (R.4017)

When a "start repeat" barline starts off a new system (either on a new page or new line) it only displays on the upper staff. The repeat otherwise displays normally when the situation changes (that is, it does not stay broken if the break is removed).

If an "end repeat" is added immediately before a broken "start repeat" then the "start repeat" will disappear permanently.
