Carry-over sound

In the piece I'm writing, I have a part where all of the woodwinds are trilling, and when they are supposed to release, the sound carries over as a steady tone for a few measures. I tried adding notes to the next measure, and the chord played over the new notes. I also tried altering the last measure that they play the trill, and it still carried over.
