One way is to select a range of measures and use the menu command Layout | Increase Stretch or Decrease Stretch. Keyboard shortcuts are { and }.
Also see Style → General... → Measure: for more precise control via a dialog box.
You can decrease the number of measures on a line by inserting a line break. Look for the breaks and spacers palette or as I just read on another post you can click on a barking and press enter. I haven't tried that last method yet.
Also look at Edit → Tools → Add/Remove Line Breaks
