The accent-staccato-articulation does not work in the template Orchestral/Classical Orchestra.
It only works if you use Text/ Change Instr. and choose the instrument you are already using.
By testing out this method, I came to the conclusion the bug happens with all instruments in the template.
I am using MuseScore-version 3.6.2.548021803 and windows 10 Home version 21H1 (Build 19043.1415).

It is not just that one template, but actually quite many, almost all actually.
Workaround to 'change' instrument to the same instrument, for that to pull in the settings from instruments.xml
See also #318534: Muted channels in Symphony orchestra template , the PR for that fixes some of these in a tangent (but by far not all)
I've added them to above mentioned PR, for master (which will become MusaeScore 4)
Also added to https://github.com/musescore/MuseScore/pull/9000 (for 3.x)
