Is there a custom for whether to combine rests within a bar
I am re-arranging a piece into TAB and the original notation has individual rests which I have combined:
Would it better to keep the TAB rests as per notation or is this purely user preference?

There are rules, rather than a rule. Gould has 3 1/2 pages of guidance on how to group rests. The underlying principle though is to make it clear where each beat starts and also where the principle beats are (e.g. beats 1 and 3 in 4/4).

I will split my rest back into 2 beats.
