Change from mm to inch
Format => Page Size => Unit => changed to Inch. Inspector => Element => Offset is still mm.

Offsets for the items I looked at in the inspector are in sp (spaces = the distance between two staff lines) not in mm or inches. This is more useful as a reference IMHO.

You need to start a new issue in the issue tracker located at https://musescore.org/en/node/add/project_issue?pid=1236 and set the severity to S5-Suggestion since I don't think this is actually a bug but rather you are suggesting a better way to do it. A programmer might think it's a bug and change it but it will be there either way.
