In an empty score, first add a pedal mark, then press "R". After finish it insert the notes.

Building on Kuwitt's suggestion, you could enter a two beat rest, shift and select it, add a pedal marking and then fill the score using "R" as before

Perhaps is there a way to put the pedal mark in for a measure then create ^ afterward ?

No need to waste time doing something in two steps when it's much easier to do it in one. Simply add the "____/" or "_____" line directly in one step.
So if you want pedal changes on the downbeat of every measure (for instance), select from first note of one measure to first note of next, then click the palette. Repeat as desired, but of course, it won't always be exactly one measure. No matter the length, it's always a matter of selecting from the first note of the change to the first note fo the next change - the last note of one selection will always be the first of the next.
