Rests inserted incorrectly
I insert a few notes into a 4/4 measure and notice that the system is inserting rests after those notes resulting in a measure that has more than 4 beats. The rests do NOT belong there; I'm seeking to understand what is going on.

You are probably in insert mode. Step time is the default and maintains the correct number of beats per measure. See https://musescore.org/en/handbook/3/note-input-modes
Indeed, almost certainly you are in insert mode. This is not a mode the average use would ever need, it's there really specifically for the cases where you do want more beats in a measure than the time signature calls for. So for those cases, feel free to use it, but otherwise, you should be in the regular default step-time note input mode.
How did I stumble into insert mode? How do I get into the proper mode?

You probably clicked the little arrow next to the note input icon on the toolbar, which opens a list of the different modes. So just do that again but this time select step time. And then don't click that arrow again, just click the icon itself.

Follow the link above to the handbook where it explains the different modes and how to select them them - it is straightforward, but if you don't read the basics in the handbook first you will get very frustrated.
