When you change the properties of the time signature in a staff, it's not reported on other staves.
To do this, you have to copy your newly edited TS and paste it on another staff of the same bar: then, all staves take the new TS.
Is it an hidden feature to implement mensuralist notation (ie bars with different TS and different tempos across a single system)?

These kinds of "how to" questions are better suited to the forum. then other users who have come up with methods are much more likely to be able to see and respond. Short answer is, yes, local time signatures are possible (see Handbook), so are barlines in different locations for different staves by using "local" barlines (hold Ctrl when adding) and hiding the real ones. But indeed, a built-in feature for that is worth having someday.

Hint for that:
in ancient music, the notion of "Measure" (ie bar) doesn't exist: there are only proportions.
They're 16 proportions which are ways to divide the maxima note.
At each level, you can divide by 2 or 3 :
- maxima in 2 or 3 lungas (exceptionaly indicated if 3 lungas, otherwise, think 2)
- lunga in 2 or 3 brevis (optionaly indicated by 2 or 3 vertical bars in a rectangle or 2 or 3 dots)
- brevis in 2 or 3 semibrevis (indicated by a O or a C key signature)
- semibrevis in 2 or 3 minima (indicated by a dot in the O or C sign).
Very roughly, minima can be represented by half note, semibrevis by full note.
The system of proportions permit to voices to have different proportions simultaneously.
So perhaps is there a special "ancient" mode for Musescore to invent, in which:
- you think in terms of maxima instead of measure and define a pseudo-bar subdivision following the key signatures
- you get ancient typography for notes, crotchets, etc.
- you can place your pseudo-bars freely
