Is there a way to auto adjust loudness for all notes?
For example, if it is 4 beats, can we highlight all notes, and have the loudness auto adjusted by the usual rule of:
louder, soft, semi-loud, soft
say for example, if entered the notes from the keyboard and the loudness wasn't so good and we hope to do an auto adjust to see how it sounds.

You can right click on a beat 1 note, then choose Select > More...> Same beat to select all notes on beat 1. Then in the Inspector, select 'Notes' and increase the 'Velocity' to make those notes louder.
Do the same for beat 3, but make the velocity increase less for semi-loud.

ah great, it works... I can even select all notes in the all staffs or this staff only to adjust... it is great

The title refers to "all notes".
All notes can be made louder using the mixer. Master or staff slider
Consecutive notes in a measure can be done by selecting the first note and placing a louder dynamic marking there. Can be deleted later.

It's free but requires Excel. Maybe it will become a MuseScore plugin somewhen.
