Quarter triplets over two bars

I want quarter triplets that start on beat 4 and and ends on beat 1 on the next bar (4/4 rhythm). I think what I ask for makes sense. I've tried tying two quarter notes together as well as selecting the two quarter notes before pressing cmd-3, but it doesn't achieve it.

Suggestions?
