OS: Linux Mint 20.1, Arch.: x86_64, MuseScore version (64-bit): 4.0.0-1552514374, revision: 28863c6
Open the attached file. Double-click on the TAB clef at the start of the first system. Use the right arrow to move it forward.
Expected result: the symbol should move in steps of 0.1 sp, as it did in previous versions of MS
Actual result: The symbol moves in steps of 0.5 sp.

Problem still exists in alpha 2

Pre-release issues should get reported in the issue tracker on GitHub
As far as I know this change was deliberate and perceived to be an improvement for most use cases, although certainly subject to change if enough others feel it would be appropriate. Probably should be discussed on the forum.
