Depends on how they were written.
If written as 2 voices on 1 staff: Tools → Voices → Exchange Voice 1-2 after selecting that staff.
If written on two separate staves:
(1) Select one staff
(2) Edit → Cut
(3) Select 2nd staff
(4) Edit → Swap with clipboard
(5) Click on first staff
(6) Paste

It's not clear what you intend to do. Do you have an example?
If you've a score with two violin staffs, press 'i', select the 2nd violin and move it up by pressing the up arrow button on the right edge of this window.

Ah yes, this could be what was requested too; and much easier than cut-swap-paste.
After changing the order in the Instruments window, one probably will also want to open up the Staff/Part-Properties to update the instrument names.

I forgot to mention the renaming of the staffs.
And thanks for the hint regarding "Swap with clipboard" - I'd never used this.
