Format/Pagesettings Preview Window "zoomed in"
I'm using v3.6.2.548021803. Previously, when I opened the preview window, it was a full page view.
Now, when I open it the preview window is focused to page width (ie zoomed in).
I preferred it the way it was before because when I format my scores, I'm not formatting them for a printout. I formatting them so the whole score fits on a continuous page. The full-page view allowed me to see, ( when I adjust page width or length) how small I could make one of those settings before it started throwing my measures onto the next system or the bottom system onto the next page. Now when I make those adjustments, it zooms back in, to the top of the page. This means, if I want to nudge the height or width to "just wide enough" or "just long enough" to fit my image, it takes minutes instead of seconds to adjust. How do I get it to go back to the previous view or set it so my scroll wheel or other technique will shrink the preview image to show the whole page?

This is strange and I've never seen anything like it. You say previously it worked as expected. What changed on your system? There have been no changes to MsueScore in years. Perhaps it's a new monitor, or a new graphics driver, or an OS update. The more info you can provide about your system, the better chance someone may be able to suggest something to try.
BTW, it looks like you've made some customizations to your settings. The dialog is a lot wider than it would normally be, and the font isn't one MuseScore would normally use. You might try Help / Revert to Factory Settings, unless you've made a lot of customizations to your palettes and preferences settings that you'd want to keep. In which case, it might be a process of trial and error to figure out if one your customizations might be triggering a problem here.

Well, it didn't get "fixed" but I found a workaround and I'm happy with it.
It's actually works well to have the zoomed in preview window.
The zoomed in preview allows a detailed look at the line spacing, etc as I adjust page settings.
If I hit "apply" while my score (in the edit window) is zoomed out, I get the same type of feedback I used to get when the score was zoomed out in the preview window.
Thanks for following up.

Glad you found something that works for you. FWIW, in MuseScore 4, all changes made in this dialog are "live" in your score, so you don't have to keep hitting Apply to test them. And thus there is no more need for the preview.
It would still be interesting to know more about your display configuration to understand why this is happening, but since MuseScore 4 no longer uses that preview window, it's pretty moot I guess.
I'm wondering, though, if you also see issues if you right-click a time signature and choose Time Signature Properties. Can you see the beaming options showing full measures full of eighths, sixteenths, and 32nd notes, or are those displays also messed up?

looks fine, I'm not working with a file with complex signature right now but this is what comes up.
I forgot you asked, then I added display settings after your reply.

Great, because if that was messed up, it would likely still be so for you in MuseScore 4.
