This is a Tremolo. Strictly speaking the notes should have two dots. You can fake the single-dot appearance, though, by entering two dotted quarter notes, selecting the first and going to the Tremolos palette. You'd need an invisible rest to make up the 7 beats.

That would leave an eighth unaccounted for. A better fake would be to start with two double dotted quarters before applying the tremolo and then make one of the dots on each note invisible. I think it would be nicer to leave both double dots visible as that is more metrically correct and involves no fakery.
