Indeed MuseScore (at least 3.6.2) does not import the file gracenote_musescore.xml correctly (link to Google drive location in the cockos forum).
This looks like a duplicate of previous issue #307043: position and staff of grace note after is changed on MusicXML export/import.

The issue doesn't seem to have gotten reported on GitHub, and the issue tracker here on musescore.org had been discontinued
