New measure has different tempo

I inserted a new measure at the beginning of a score. It played back with a different tempo. I worked around it by adding a measure after the original first and then doing some cutting and pasting.

Not sure about that. The whole score played at a different tempo? Or just the first measure? The default tempo is 120. If you have a tempo of 60 for your score and you insert a measure at the beginning, it will be at 120, not 60. Then change to 60 at the second measure.

And consider this: As you know there are two ways to add a measure to the beginning of a score.
1. You can insert at start of score.
2. Select the first measure and insert before selection.
Both give the same result. A measure is added with the default (120) tempo.

If you have a tempo set later in the piece but want to add a measure before the tempo change. Select the tempo change measure and insert measure before selection. Result is an added measure before the tempo change but at the previous tempo. This is as expected.
So why is adding a measure at the beginning different? The only thing I can think of is that the added measure in the middle of the piece is being added into a known situation. That situation being the number of beats in the measure and the tempo. At the beginning, before the first measure, the situation is not totally known. There is nothing before the first measure. No duration, no tempo. Maybe we are lucky that MU4 at least gets the duration right.
When I think about it, what if I wanted a different duration for an added measure? I don't get an option for that.
