There is no such option. Instead you export a .mscz file to MIDI.
The menu path is File > Export... > Export settings > Format: MIDI file

But first convert from pdf to .mscz either using File>Import pdf, which relies on a not very reliable optical music recognition (OMR) web app; or using a separate OMR application that can output as musicxml. Musescore can open musicxml files via the File>Open command.

I use SmartScore Pro, which converts your PDF to TIFF, applies OMR to the score, allows you to correct the inevitable errors, and then exports an XML. Then, you can open the XML in MuseScore.
