It is in the text tool bar that appears only when you have text in edit mode. It shows up in the bottom left of the MuseScore window.
If you don't see it while editing text, then you have your window not maximized, but moved so the bottom of the window is either off the screen or covered by something like window's task bar.

Well, that's something I won't forget ! Thank you.
Using Musescore 4, when editing staff text, none of the above works. Right click brings up a menu, with
"Staff text properties". When that is selected, I get to "Swing settings". Somehow that seems illogical, when all I want is to enter a French accented letter. The alleged text toolbar is not present below the score window, only various status indicators. The display is in full screen mode. The text pallet is useless for this purpose. Very frustrating, there must be an easy way, but so far I have not been able to hack my way to it.

I have been able to enter the required characters by copy and paste from another document. This is very inconvenient.

Aha! F2 does not do the job, but SHIFT F2 works great!

You don't need to use either. Double-click the text (so that you could type) and click on the Properties tab. Insert special characters is directly below Alignment and above Show more/less.
