4 in the time of 3 tuplet in 9/8

How can I make a 4 in the time of 3 tuplet in 9/8?

The "3" is presumably three eighths. At the point where you want the tuplet to go, press "5" "." (five, period) to set the duration to a dotted quarter note. Now press Ctrl+4 to set a ... what are they called? "quadruplet"? "quadlet"? "4-let"? Enter the four notes.

I cannot get it.
I select a full bar rest, I select "N".
I go to custom tuplet.
I select 4 in the time of 3.
I get a dotted quarter duration broken into 4 1/8 notes.

????? :)

I have read the tuplet instructions but still cannot figure it out.

I constantly get

Looks like you changed the duration back to "5 ." after creating the quadruplet. So, let me try this again with more detail:

1) Press "N" to activate "Step Note" note entry mode (red arrow in screenshot below).

2) Press "5 ." (that is, the "5" key, then the "period" key) to set the duration to a dotted quarter note (green arrows in screenshot above).
3) Press Ctrl+4 to set a quadruplet.

When you do this, a quadruplet with eighth note rests is displayed and duration is set to an eighth note. LEAVE the duration set to an eighth note!

4) Enter the notes into the quadruplet.

5) Notice that, at this point, the duration is still at the eighth note (blue circle in screenshot below). If you need another quadruplet, you must repeat step 2--set the duration to the dotted quarter note that is the full duration of the tuplet--before hitting Ctrl+4 to set the quadruplet.

I recommend you open a blank score and play with tuplets for a while to see just what's happening. I also recommend you try the Add / Tuplets / Other dialog to learn how to create more complex tuplets.
