In the Staff/Part properties of this staff check the option "Invisible staff lines".
They get light grey but on print out the cannot be seen. Or you can uncheck "View -> Show invisible".

Thank you! This is exactly what I was looking for.
As HildeK says. You'll need to experiment a bit.
Here I have made two staves and put a fixed spacer in to bring them close together. i have entered the notes as Es and then made the lines invisible and set the barlines not to span staves.
As a collation of the other answers, here's a solution that closely matches the image. Once you've added the staff above and added the notes (treble F gives good results), open Right click > Stave/Part properties. Then, make the scale 80%, turn off 'show clef' and 'show time signature', and turn on 'invisible staff lines' and 'hide systemic barlines'. To get the staves close together, use the fixed spacers as underquark suggested.
