I am transcribing a piece of music and need help constructing the note structure encircled in red. Time signature is 6/8.

And what's the difficulty there? Just like in the measure before you need different voices
This is not easy. If a quadruplet is necessary, then only quarter notes are possible in the tuplet.
Otherwise you have to forge them. Two dotted quarter notes result in two duplets with eighth notes, which can be joined in the beam properties. The bracket and the two numbers are hidden and the "4" is simply a staff text.
It sounds the same.

I'll let you know that I played a flute with numbered fingering in grade 6. I won't say what year that was but it was a long time ago. Anyway I got it to work thanks to all of you. The key was setting the ratio.
