Is it possible to set up different staffs with different non-aligned meters: for example one staff with 3/8 and another with 25/16?

I find that indeed the different staves do get different time signatures -
but - the bar lengths remain the same on all staves.
essentially this approach just institutionalizes tuplets.

I am wondering if there is a way that differing time signatures can be assigned to each line such that the bar lines do not line up, but rather the absolute value of a given duration is respected:
e.g.. the same quarter note would lead to a 21/16 measure being 3.5 times longer than a 3/8 measure.

Is there a way to achieve this on musescore? or to have it added to the repertoire of possibilities?

It can be done but only by manually changing measure lengths and positioning barlines yourself and it is quite time-consuming to make any changes to anything you have already written. It's slightly easier if the time signatures are, say, 3/4 and 4/4 where barlines will overlap fairly frequently. 3/8 and 25/16, though, will not be easy because the first overlap is after 125 notes. This means than you will need to split measures across systems.
