triplet can not be assigned to voice 2?

See the attached file: I cannot assign the 16th-note triplet to voice 2, even though the rest of the measure presents no problems.
I found a work-around: enter an 8th note, assign it to Voice 2. Then convert it to a triplet.

The best way to work with Voices is to enter them into the correct Voice to begin with.

When you enter notes originally, they go into Voice 1. So enter all the Voice 1 notes, then return to the beginning of the measure (or system, whatever portion of score you are entering notes for). Switch to Voice 2 (the button at the right of the Note Entry toolbar, or the shortcut Ctrl+Alt+2) and enter all the notes for Voice 2. Then switch to Voice 3 and 4 if you need them (fairly unusual!)

I recommend leaving the unnecessary rests for Voices 2, 3, and 4. Just set them to not be visible (shortcut V) rather than deleting them. N.B. You cannot delete the rests in Voice 1.

Yes, it is like that and was like that in 3.6.2.
Only the workaround you found remains.

I find that using the Tools / Voices / Exchange voice 1 and 2 successfully moves a triplet from Voice 1 to Voice 2. As far as I can see only the Voice 2 button on the Note Entry toolbar doesn't work to move triplets ... which would qualify as a bug by my reckoning too. There are other ways to do it though, even than the workaround that OP found.
