Combining Multimeasure Rests
I am working on parts for an orchestral score and I am trying to combine two multi-measure rests but I can't figure out how to do it. I added a picture of the problem. Could someone help me out?

It is impossible to tell from a picture however,
To find out which it is first disable multimeasure rests (CTRL+SHIFT+M in the latest version, just M in earlier versions) and select the tempo marking to see which measure it is attached to. If not attached to measure 3 right click on measure 3 and look at the Break multimeasure rest option.
If it is neither of those, there is something weird going on, so attach the score (.mscz file) so that someone can see what sort of weirdness is happening.

Thanks for responding. Neither possibility seemed to be true but I could be missing something. Here is the score.

It was related about tempo marking. In the Trumpet part, the tempo marking was anchored in the second multimeasure (ditto in Snare Drum part). And for some reason (?), there were 2 superimposed tempo markings in the Bassoon part - images below
