Specific system in score will not shrink! Frustrating! Please help!
See attached score or link at https://musescore.com/dani2/the-voice-of-many-angels-full-score. Measures 93-95 will not shrink but Musescore will easily put in 4 measures starting on measure 99? I really need some help, about to send this piece off to be edited but I can't send it with a nasty 2 measure per system in it. Please help! Thank you.

Yes, I've done a complete size reduction but I feel like I am pushing it too small engraving wise but hey this works. Thank you Shoichi.

The reason you can't reduce the size of those measures using "decrease stretch" (what I assume you have been trying thus far) is that your current value for "Minimum note distance" in Style / General / Measure is preventing it. Attempting to put more measures on that line would cause the sixteenths to get closer than this value. If you want to allow that, you will need to reduce that value. Either than or the ledger line line length in Style / General / Notes.

When you don't need to shrink the entire score but just have one or two stubborn measures you can reduce the spacing between notes only for those measures. Select the two measures and goto Inspector, press the button marked "Notes" and set Leading space to -0.10sp. If that doesn't work then try a different setting or adjusting Trailing space also. This works OK for the sort of measures you have with many 16th notes but there comes a point when you can't shrink it any further without it being a mess.
