Not a bug (just a temporary state of the layout).
You have simply to remove the line breaks of measure 4 (and 8)
Then, redistribute them if necessary in other location and according to the desired layout.

First of all, as mentioned, have you remove the line breaks of measures 4 and 8?
Do: select a line break -> Del.

Step one to avoid running into this is to not start your score by inserting a new line every 4 measures.
