Shift-Q/Shift-W on Mac?
Documentation says that this very welcome putative feature exists. My 2.2.1 on Mac disagrees. What am I doing wrong?

What do your preferences/shortcuts say then? Maybe you've carried them accros so many versions that they never got updated to include those newer (?) shortcuts

What should I be looking for -- what should they say --- how do I say "update to new"? Will other users fail to acquire new commands for the same reason?

To get all shortcuts updated: Revert-factory-settings.
If you ever modified your shortcuts, subsequent updates of MuseScore will keep those.

Presumably that will destroy anything I have customized over the years, such as custom time signatures in my workspace, etc. Is there no smaller hammer?

The shortcuts you will be looking for are
Decrease Duration Dotted and
Increase Duration Dotted

This was in 2.1 already, to fix #175461: Add commands: Shift-Q "Decrease duration dotted" and Shift-W "Increase duration dotted"
