It isn't possible to move an inserted image via mouse.
Maybe it belongs to: #278118: Images can't be add to measures or remains sticked in frames

Of course, belongs to this known issue ("remains sticked") . Duplicate, so.

Sticked equal don't move until proven otherwise!
I understand it, that it's reported there somehow, but these are two different issues they maybe belongs to be reported (?).
Images can't be add to measures is not about images can't be moved with mouse
It may have the same root cause, but that remains to be seen
