After selecting an non-note element in the score (like "Swing"-text, tempo, staff text), cursor keys and move the element. But cursor keys and jump straight into the notes. They are neither moving the element, nor proceeding to the next element within the sequence. The problem does not include lyrics.

Just curious, was this changed for a reason? I did like the old behavior...

Me too.
Even if it was changed for good reason, maybe there is a way to get back something of the old behavior (eg, using the MsueScore 1 approach of moving the text if you cursor past the beginning or end in edit mode, or using a modifier with the cursor key).
(Edit) The arrows keys are essential for adjusting fingering after it's been added.

Then make an exception for fingerings or even better, create a different shortcut to move to the next note. You could even make it actually move to the next note rather than the note you just applied a fingering to.
Turns out the change does not seem deliberate. The code is still there, it just stopped working because of some changes elsewhere. Easy fix, except chord symbols for some reason (which bugs me, but is a problem for another day).
