Note Names for Music Score 3.0.0.4785 doesn't work
The plugin note names is already installed and only needs to be enabeld.
But: After this it has no effect.
I can select some notes choose Plug-Ins - Notes - Note Names
and nothing happenend.
Does someone has an idea?

Plugins in version 3 are broke. You don't need a plugin for this in version 3. Right click the staff, Select Staff/part properties then click the Advanced style properties. You can then change to one of several note head options.

This produces a letter in the middle of the note.
I would prefer a letter below the note.

Do it in 2.x and 'import' that into 3.0

Can you make this option the default style and quickly apply it to existing scores without having to change them on a staff-by-staff basis?

Staff properties aren't part of a score style, so I can't think of an easy way to apply it to an existing score. But you can create a template and have it enabled in new scores using that template.
Indeed, plugins in 3.0 currently work very poorly and mostly not a all. This is known and will be worked at for a (hopefully not too far away) future update

Are plugins in general broken or are just the old ones incompatible?
For instance, if I tried to write a plugin for 3.x right now, would that be a worthy endeavor, or is the entire framework broken?

Plugins in general are broken. There may be a couple that will work, but I wouldn't count on it.

Both actually. 2.x plugins need changes to run in 3.0, but not much point in changing as long as the framework is broken
