Because, the Handbook speaks about to insert frames, images, text, etc. but... Always related with notes, measures, rest, etc. And, I guess the idea is something related to the physical page boundaries (not the score itself).
I saw the post that prompted this question in the Spanish forum also. We'll have to wait for the guy who did it to answer. I don't understand how he did it.

Well, you can print up a bunch of blank pages with a watermark image. Then print a normal score onto the 'watermarked' paper.
However, for a watermark on multiple pages using MuseScore...
Here the first watermark was added to the vertical (Title) frame and its (offset) position set in the Inspector. Adding a vertical frame to successive pages allows the first watermark to be copy/pasted (with the same offsets) onto all pages. Those vertical frames can be flattened, since they show no other content.
Existing parts will inherit the watermark.
Of course, I guess we have to use special images (very low contrasts, and transparent background) to get a very beautiful music face (avoiding to make difficult the music reading).

You can make a watermark image, add it to the score, and decrease the Stacking order in the Inspector so that the image appears 'behind' the staves.
To make 'permanent', it will export to pdf:
